1970 FIPS code number (counties created after 1970 are given their new official FIPS code) save for counties disestablished prior to 1970. In these cases, we assign them the first available even number in accordance with the alphabetical/numerical order of the counties/FIPS codes. Some very rare exceptions will include Indian Territories, phantom counties, and territories and states not parceled into counties at that time. These exceptions are usually given the FIPS code numbers of **999 or **000
